Glencore plc faces fresh trouble at its Mount Isa copper smelter. The Australian Financial Review reports that the team behind the Jervois copper project is weighing up options that could bypass Mount Isa for refining. Tough timing for Glencore. Just last year, Australia and Queensland pledged as much as A$600 million to keep both Mount Isa and Townsville’s refinery running for another three years. 1

The story doesn’t stop at one mine. Glencore’s decision to close the MICO mine at Mount Isa in mid-2025 meant the company would have to source copper concentrate from outside to maintain operations at its plant—just as global processing fees for the commodity tumbled to all-time lows. 2

Treatment and refining charges, which smelters earn for turning concentrate into metal, have tumbled to record lows. In October, Reuters flagged an oversupply of smelting capacity in China and a shortage of available concentrate as the main drivers. JX Advanced Metals of Japan, for its part, said it could be forced to cut copper production due to a lack of feedstock. 3

Jervois developers have started looking at several refining paths, the AFR reports, marking a shift from their earlier, publicly touted link-up with Mount Isa. ASX-listed KGL Resources, which controls Jervois, said last week it’s continuing talks with international traders, possible concentrate buyers, and potential investors as it works to finalize its funding package. 4

KGL has locked in a US$300 million streaming arrangement with Wheaton Precious Metals, revealed April 2. The deal gives KGL US$275 million upfront, plus a US$25 million facility meant for any unexpected cost overruns. Wheaton CEO Haytham Hodaly noted the project is fully permitted and about to kick off construction. KGL Chairman Jeff Gerard called it a “significant capital commitment.” 5

This marks a shift for Glencore. Earlier, its smelter was the linchpin—in 2022, a feasibility study outlined a plan to haul Jervois concentrate 488 km to Mount Isa. Now, according to this year’s Northern Territory mining management plan, there’s a deal to supply that concentrate to Mount Isa’s smelter. The document doesn’t hedge: Mount Isa is named as the preferred buyer. 6

Glencore says copper processing in north Queensland isn’t just about what the mines produce; policy support is crucial, too. Back in October, when Glencore struck a deal with Canberra and Queensland, Troy Wilson—interim chief operating officer for Glencore Metals Australia—called it a “short-term lifeline.” The miner still points to Mount Isa as the only Australian smelter taking in copper concentrates from local, regional, and national suppliers. 7

The feed pipeline at Mount Isa hasn’t moved forward. KGL expects to have updated capital cost and revenue figures for Jervois by May. Queensland and Canberra are still working on that transformation study linked to the Mount Isa support package. Should Jervois step away from the final commercial terms, Glencore stands to miss out on third-party feed just as the whole thing kicks off. 8

February saw Queensland launch a study on the future of its copper value chain, covering the Mount Isa smelter, the Townsville refinery, and a wave of new projects emerging across the North West Minerals Province. With Jervois having made its decision, the region’s plan is now staring down its first true hurdle, as the community still wrestles with the fallout from shuttered copper mines.
