  • Starlink seeks BEAD grants as satellites win a slice of funding after NTIA rewrite

The changes aim to fund satellite networks but leave terrestrial deployment rules mostly intact. Early allocations show satellite providers receiving about 5% of BEAD money while serving roughly 22% of funded locations. SpaceX is set to receive about $733.5 million to reach 472,600 locations; Amazon's Leo project would get $311 million for 415,000 locations. Critics from the Benton Institute warn the adjustments expand LEO participation, while loosening penalties, reporting requirements, and labor standards. They say BEAD was designed for fiber deployments and is harder to map to extraterrestrial networks. NTIA's 2025 restructuring intensifies questions about accountability and how to apply terrestrial rules to LEO-based networks.
